VimpelCom announces its intention to oppose a request to release some of its allocated GSM frequencies

Moscow and New York (September 12, 2000) - Open Joint Stock Company "Vimpel-Communications" ("VimpelCom" or the "Company") (NYSE: VIP), a leading provider of mobile telecommunications services in Russia, today announced that its subsidiary, KB Impuls, received a letter from the Deputy Head of the State Supervision of Telecommunications under the Ministry of Communications of the Russian Federation, or Gossvyaznadzor, requesting the release, as of November 1, 2000 of 30 frequency channels (each representing 200 kHz of spectrum) in the 900 MHz frequency band. These channels are part of the frequencies issued to KB Impuls for the operation of the Company's GSM-900/1800 dual band network in the City of Moscow and the Moscow Region, the Moscow License Area.

The letter does not affect the other 15 frequency channels in the 900 MHz frequency range or the 100 frequency channels in the 1800 frequency range currently used by the Company in operating its dual band GSM-900/1800 network in the Moscow License Area, nor the 9 MHz of 800 MHz frequencies used to operate its Digital AMPS network in the Moscow License Area. Also, the letter does not affect the regional GSM 900/1800 frequency allocations given to VimpelCom in the four federal "super-regions": Central and Central Black Earth Region, Volga Region, North Caucasus Region and Siberian Region.

The Company believes the letter is not consistent with Russian law and it intends to vigorously oppose any attempt to reallocate such frequencies unfairly.
